- Income-eligible and/or;
- Potential first-generation college students (Custodial parent[s] has not graduated
from a four-year college or university)
- Priority to students in target schools and students who are both income-eligible and
potential first-generation
- US Citizen or legal permanent residency
- Completed the 5th grade or at least 11 years of age
- Have college potential (recommended 2.0 GPA or higher). Grade reports, test scores,
attendance records, and/or counselor recommendations may be
- Income-eligible and/or;

The term "low-income individual" means an individual whose family's taxable income
for the preceding year did not exceed 150 percent of the poverty level amount.
The figures shown under family income represent amounts equal to 150 percent of the
family income levels established by the Census Bureau for determining poverty status.
The 2025 poverty guidelines are in effect as of January 15, 2025. Federal Register
notice was published January 17, 2025.
