Limited Submission Proposal Opportunities
Internal submission deadlines are determined by the Vice President for Research office. To allow enough lead time to develop a proposal, generally the internal deadline will be set at four weeks prior to the letter of intent date, or six weeks prior to the submission deadline—whichever comes first. A firm internal deadline date will be posted below as programs become known. See Limited Submission Program Guidelines for campus procedures.

PI/Co-PI/Senior Personnel Limit: Two. (An individual may appear as Principal Investigator (PI), co-PI, other senior personnel, or investigator on only two WSC proposals submitted for FY 2014 in response to this solicitation. This limitation includes proposals submitted by a lead organization, any sub-award submitted as part of a proposal, or any collaborative proposal.)
Number per organization: Collaborative submissions can include a maximum of four institutions (four institutional cover sheets). Other participating institutions must be funded via subcontracts through one of the four lead collaboratives.

Small Business Innovation Research Program Phase 1 Solicitation FY-2014 (Release 2) (SBIR)

PI/Co-PI/Senior Personnel Limit: One. The primary employment of the Principal Investigator (PI) must be with the small business concern at the time of the award. A PI must spend a minimum of one calendar month on an SBIR Phase I project. Primary employment is defined as 51% employed by the small business. NSF considers a full time work week to be normally 40 hours and considers employment elsewhere of greater than 19.6 hours to be in conflict with this requirement.
Number per organization: Two. An organization may submit no more than two Phase I proposals in total during this cycle, which is defined as this SBIR Phase I solicitation and the concurrent STTR Phase I solicitation that has a proposal submission deadline of December 4, 2013. For example, an organization may submit one (1) SBIR Phase I and one (1) STTR Phase I proposal, two (2) SBIR Phase I proposals, or two(2) STTR Phase I proposals during this cycle.

Number per organization: An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit. Please see the solicitation to read the difference between Type 1 and 2.

Principal Investigators/Project Directors of proposed RII Track-2 projects must be affiliated with research universities, agencies, or organizations within the consortia of EPSCoR jurisdictions.
Number per organization: One. Eligible jurisdictions can participate in only one consortium, and can submit only one collaborative proposal.

PI/Co-PI/Senior Personnel Limit: One proposal per PI per center. The PI must be the center director of an NSF Industry/University Cooperative Research Center. Other center participants may be co-PIs. The lead institution's center director may request a waiver to this requirement.
Number per organization: One proposal per center. All sites must submit a collaborative proposal that is part of the same integrated research experimental plan of the center. The total budget for all site submissions from a center cannot exceed the maximum award.
