5.03.2—Employee Parking Citation (Ticket) Processing and Payment

Introduction

The following steps are presented for the purpose of defining the various steps in the process of issuing and collecting parking violation fees for University employees. The intent of this process is to insure fair and equitable treatment of all non-student violators and collect unpaid parking penalties.

Process

  1. Citation/ticket is issued for a parking violation. The information is downloaded and transferred to the Unpaid Ticket File (UPT) on Banner (the citation shows up in the "Other Payments/Parking Tickets Payment" section on the employee's Banweb). The employee will receive an email notifying them that they have received a ticket and that they need to go to the "Other Payments/Parking Tickets Payment" in Banweb to effectuate payment. This action begins the 10 day clock for the payment window.
  2. If a citation/ticket is unpaid after 10 business days, on day 11 an automated email is sent to the employee by the Banner system stating that the payment is now overdue. Ticket remains on Banweb where employee can pay it directly.
  3. If a citation/ticket is still outstanding at 30 days, an automated email will be sent to employee that swipe card access to on-campus parking gates will be revoked at 45 days. Ticket remains on Banweb where employee can pay it directly.
  4. If a citation/ticket is still outstanding at 45 days, the employee is notified by email that their parking privileges on campus are suspended, swipe card access to on-campus faculty/staff parking lots has been revoked and that any unpaid parking ticket balance on their Banweb at 60 days will be invoiced to them by Accounts Receivable. (Note that this inconveniences only those who use a swipe access gate on campus).
  5. If a citation/ticket is still outstanding at 60 days, the employee is notified by email that all of their unpaid parking tickets to date have been turned over to Accounts Receivable for invoicing/collection and that swipe card access to on-campus faculty/staff parking lots will continue to be revoked until payment is made.
  6. Once Accounts Receivable invoices the employee, the Transportation Services H47004 index will be credited and it will be up to Accounts Receivable's policy/procedure to collect from the employee.
    1. Once the citation/ticket is paid, Transportation Services will be notified and swipe card access to on-campus parking lots will be reinstated, and the citation/ticket marked paid.
    2. If Accounts Receivable is unable to collect on citation/ticket charges and eventually charges back the tickets as uncollectable, Accounts Receivable will notify Transportation Services of people charged off and Transportation Services will make note on ticket file that ticket was charged off.
  7. Once an appeal has been submitted to the Transportation Services Office, all collection activity efforts or penalties will suspended (including suspension of parking privileges) until the appeal has been processed by the Parking Enforcement Officer or the Appeals Committee. In the event that an appeal is further submitted to the 97th District Court, all collection and penalty activity will be suspended and put in abeyance pending final resolution.

You have an unpaid parking ticket(s) that is 30 days past due on Banweb/Other Payments/Parking Tickets. Please make payment on Banweb as soon as possible or your on-campus parking lot swipe access will be revoked at 45 days.

Please make payment on Banweb/Other Payments/Parking Tickets. Any unpaid parking ticket balance on your Banweb at 60 days will be invoiced to you by Accounts Receivable.
