5.03.1—Student Parking Citation (Ticket) Processing and Payment

Introduction

The following steps are presented for the purpose of defining the various steps in the process of issuing and collecting parking violation fees for students. The intent of this process is to insure fair and equitable treatment of all student violators and collect unpaid parking penalties.

Process

  1. Citation/ticket is issued for a parking violation. The information is downloaded and transferred to the Unpaid Ticket File (UPT) on Banner (the citation/ticket shows up in the "Other Payments/Parking Tickets Payment" section on the student's Banweb). The student will receive an email notifying them that they have received a ticket and that they need to go to the "Other Payments/Parking Tickets Payment" in Banweb and make payment within 10 business days.
  2. If a citation/ticket is unpaid after 10 business days, an automated email is sent to the student by the Banner system stating that the payment is now overdue and that a hold will be placed on the student's account. A hold means that a student will not be allowed to receive their diploma, transcripts, or register for classes.
  3. When the first unpaid citation/ticket hits 30 days since the original citation/ticket date and is still in the "other Payments/Parking Tickets Payment" area of the student's Banweb, the Banner system sends out another email to the student citing the 30 days past due status and that swipe card access to their on-campus parking lot and campus parking privileges will be revoked after 45 days past due. (Note that this inconveniences only those who use a swipe access gate on campus - Lots 5 & 9). Holds remain on the student access to transcripts, diploma, and registration process. Students with parking citation/tickets at 30 days will not be able to secure new parking permits.
  4. Banweb parking citation/ticket file will move to Accounts Receivable when student withdraws or once the next semester starts and the student is not enrolled in classes (IS Inactive Student or IG-Inactive Graduated status). Transportation Services will request weekly report of those students who withdraw and match against outstanding citation/tickets. EAS will move these outstanding tickets to tuition bill. Transportation Services index H47004 is credited for citation/ticket amount.
    1. At the time the citation/ticket charges are placed on the student's bill, the Transportation Services H47004 index is given credit for the dollar amount and it is up to Accounts Receivable to collect, send to collections, or possibly charge off.
    2. At the time a charge off/written off is made, the Transportation Services H47004 index is debited back the charge off amount. Transportation Services will be provided with a list of charge off/written off accounts so that the ticket file can be marked from 'placed on student tuition' to 'charge off/written off without collections', or "charge off/written off following collections attempt".
    3. Once an appeal has been submitted to the Transportation Services Office, all collection activity efforts or penalties will be put in abeyance (including suspension of parking privileges) until the appeal has been processed by the Parking Enforcement Officer or the Appeals Committee. In the event that an appeal is further submitted to the 97th District Court, all collection and penalty activity will be suspended and put in abeyance pending final resolution.

A hold has been placed on your account and you will not be able to change your schedule, look at grades, nor obtain copies of your transcripts or diploma. Please make payment on Banweb as soon as possible to avoid further enforcement efforts.

Email at 30 days on student accounts:

Because you have at least one parking ticket over 30 days on Banweb/Other Payments/Parking Tickets, swipe card access to parking gates has been revoked and your parking privileges have been suspended.
