Contractor's Safety Requirements

Contractors working on the MTU Campus are reminded that they must take into consideration the health and safety of MTU employees, students, and visitors, as well as their own employees. Consequently, we have outlined aspects of our campus safety program that apply to the contractor's activities. All MTU buildings are smoke-free except designated areas in residential facilities.

  1. MTU Safety Program
    1. MTU attempts to comply with MIOSHA, safety, health, and construction standards in all phases of operations, both on and off campus. It is expected that contractors will consider this in the performance of their contractual efforts.
    2. Environmental Health and Safety (EHS) has been designated the office which leads the MTU effort in the conformance to these standards.
    3. EHS can be reached through telephone numbers 487-2118 or 487-2303.
    4. EHS has no authority to modify construction procedures, but does have the authority to stop any practices that endanger MTU employees, students or visitors.
    5. A representative of EHS will accompany any State or Federal Safety investigator visiting the site of any construction job on MTU properties, whether the visitor is responding to a complaint or not. Contractor will notify EHS before beginning any such safety investigation.
    6. All accidents involving personal injury or property damage must be reported immediately to the University Public Safety Department and followed by a written report within 48 hours.
    7. Contractor must comply with all aspects of the Michigan Occupational Safety and Health Standard for Confined Space Entry when the project involves entry into areas designated by MTU as permit required confined spaces or into confined spaces where the work itself results in an actual or potentially serious safety or health hazard. EHS and Facilities Management must be notified prior to any such confined space entry.
    8. Contractor must provide EHS with a copy of all Material Safety Data Sheets for materials that will be used in a building or area occupied by MTU employees, students, or visitors. This shall be done before the work has begun and preferably at the time of the pre-construction meeting.
  2. MTU Emergency Procedures
    All contractors and their employees have an obligation to report emergency situations to the proper campus authorities. Emergencies such as fire, explosions, chemical spills, building failures, etc., fall into this category. All contractor's employees and employees of subcontractors must be informed of these emergency response procedures and should know how to identify an emergency situaton. By definition, an emergency situation is one that affects the health and/or safety of one or more people and/or buildings or structures on the campus. Decisions must be made quickly since disaster is often controlled during the first few minutes.
    1. Reporting any emergency.
      1. If a CENTREX telephone is available:
        1. Dial 1-2-3. If busy, dial 2216.
        2. Say: "This is an emergenty," and state the facts.
          1. What the emergency is...
          2. Where the emergency is...
          3. Who is reporting the emergency...
        3. Remain on the phone until released by the operator.
      2. If a CENTREX telephone is NOT available:
        Dial 487-2216 (Public Safety). Repeat the message outline in subparagraph A.1.b. above.
      3. Medical emergencies should be reported using the procedure in A.1. above. The nearest emergency room is located at Portage View Hospital in Hancock. If a CENTREX telephone is not available, Mercy Ambulance can be reached at 482-0911 and the emergency room can be reached at 487-7800.
    2. Reporting a fire, explosion, or chemical spill where there is impending danger to the occupants of the building.
      1. Pull the fire alaram box nearest the emergency.
      2. Alert occupants in the area
      3. Dial 1-2-3 and report the emergency, as outlined in subparagraph A.1.b. above.
      4. If the emergency is a small fire and it is safe to do so, put it out.
      5. Stand by at a safe distance to direct firemen and/or policemen to the emergency site.
    3. At the sound of an evacuation alarm, all building occupants, including contractor's employees, must evacuate the building to a point at least 100 feet from the exit and remain outside the building until given the all-clear by a Public Safety or Fire Department Officer.
  3. Miscellaneous Obligations of the Contractor
    If work is proceeding in areas occupied by MTU employees, students, or visitors, the following apply:
    1. Barricades must be erected to isolate the hazardous areas.
    2. Passageways and doorways shall be kept free of obstructions.
    3. Fire-fighting or other equipment shall not be hindered or rendered inoperable.
    4. The use of explosives will be coordinated by Facilities Management.
    5. The application of foam or mineral fiber insulation in areas occupied by MTU employees, students, or visitors will be coordintated by Facilities Management and EHS.
  4. Identification of the Contractor's Safety Officer
    Each contractor shall identify a safety officer for each project. The name shall be sent to Facilities Management and EHS.
